That is correct. It is the client-side classpath.
It's quite odd that you're sure that cactus.properties is in the client-side
classpath, since the MissingResourceException you report is synonomous with
Cactus being unable to find cactus.properties.

I've written my first ServletTestCase and
compiled without a hitch. I've also updated my web.xml file and my
cactus.properties file (which I've confirmed is in the client side
CLASSPATH). When I attempt to run my test I observe the output
shown below. I'm assuming that this is an indication of some sort
