Are you talking about freeze titles? You can freeze titles for a row and or a column.
This will for a sighted user scroll a spreadsheet "under" the title rows and columns keeping them in sight so that they can reference titles on large spreadsheets. If this is what you want the commands are found on the menu bar under the Window menu. There wil be option to freeze panes there and you can specify the row and column.
