Jesse Glick reopened JENKINS-14538 Separate "configure tools" page Feel free to try to resurrect the more complicated change and fix up the remaining issues. It is still there in history (8670e13 reverted it and switched to the easier patch). But now it is possible to use GlobalConfigurationCategory introduced (5218b76) for the Global Security change (<https://github.com/jenkinsci/jenkins/pull/628>). getSortedDescriptorsForGlobalConfigNoSecurity would need to be deprecated and replaced with something like getSortedDescriptorsForUnclassifiedGlobalConfig.
