[JIRA] [build-timeout] (JENKINS-9716) allow timeouts to occur during pre-build

That just happened to me too, my job has a 7 hour timeout, but it sat there in the pre build, possibly scm, stage for 18 hours before having to be manually aborted. On the left you can see the elapsed time.
