If I understand your problem correctly there's not much to do about it.
The sorter can only deal with Jobs in the Queue and Jobs gets started as Execs becomes available.
If you have several Jobs that needs syncing you should have a look at the "Multijob Plugin" or maybe "Build Pipeline".
If I have misunderstood your problem feel free to reopen this issue or add a new one.
