Well, the user you're authenticating as has no access to jobs in that repository. That hasn't changed though.
Not the log I meant. Start logging hudson.scm.SubversionRepositoryStatus at level 'ALL'. (Manage Jenkins » System Log » New Log Recorder). Retry post-commit hook and see what gets logged there.
