adding this to all the job config.xml files

<additionalCredentials>
   <hudson.scm.SubversionSCM_-AdditionalCredentials>
     <realm>&lt;https://[ServerName]:8443&gt; VisualSVN Server</realm>
     <credentialsId>....</credentialsId>
   </hudson.scm.SubversionSCM_-AdditionalCredentials>
</additionalCredentials>

and restarting the server worked for me

note: this equals entering

<https://[ServerName]:8443> VisualSVN Server
in each job configuration, but was much easier to do
