Not a bug, as this would need to be supported in the first place. Jenkins is mostly OS agnostic and there's still systems without universal symlink support (not to mention Java itself), so this isn't surprising.
Possible workaround: Symlink the entire folder, and configure a different builds directory in the global configuration (or use a symlink for builds).
