Report does not mention Jenkins version. Mentioning cause of build abortion if recorded, build log excerpt would also be interesting, as would the Jenkins log.
The problem is, safe restart is safe. It does not abort jobs in any regular code paths. It just sits there and waits until no jobs are running, and then restarts. So whatever happened here isn't a regular occurrence and would need further investigation.
