Not a defect: Lots of things (e.g. number and kind of plugins installed, size of Jenkins and bundled components, ...) influence how much PermGen space is needed by Jenkins, so making sure enough is available is an administrative task. There is no way for Jenkins to figure this out itself. It's a bit like complaining that the jenkins.war increases in size all the time.
