1.The Project Report as well as the Feasibility Studies of the promoters would 
normally contain all the details asked for by you.
   
  2. The various departments concerned with the development of the location, 
the environmental impacts and dislocation of inhabitants, employment potential 
and economic development of the area would examine all aspects and even the 
public would be asked for comments on any impact on the social structure in the 
area by such projects.
   
  3. Such objections for any new venture is natural even in the past when 
Bhilai or Durgapur Steel plants were started in 1950-s and the Hirakud Dam or 
DVC was conceived and implemented then. But they were very feeble as Nehru was 
dominant and had final word without resent.
   
  Now the Social awareness and political opportunism takes precedence over 
development as it has happened in Singrur or Nandigram, and now spreading to 
POSCO and Arcelor projects.
   
  4.Let the NGO-s contribute positively to such projects with constructive 
criticisms for correctibve measures rather than touching the emotional strings 
of the tribals, who would be ultimate beneficiaries by the infrastructure 
developing in the location.
   
  The Country is passing through unwanted emotional agitations like Meena-s and 
Gujjar-s fighting and destroying the international perception of India's image 
and Congress is responsible for inciting such violence as in Rajasthan, the 
immature boy Pilot demanding resignation of CM- Raje from the Govt.
   
  Can't they think of anything positive at all rather than political 
opportunism?

  Can anybody work out an economics of putting a mega steel plant either in 
Orissa or Jharkhand , by POSCO or Mittal ? That will be right campaign for a 
good cause. It should cover :
  
  1.      What is the wealth expected to be created for whom and at what cost ?
  2.      What is the amount of sweet water , which is otherwise getting scarce 
day by day for human habitation, these plants are going to utilize and the 
amount of pollution they will cause to water bodies and  air thereby causing 
immense damage to the environment , health of human and animals, land 
surrounding the area thereby damaging the soil fertility and affecting the 
livelihoods of millions ?
  3.      How much of forest resources will be damaged in mining operation , 
again causing immense damage to flora and fauna/ ecology/bio-diversity  of 
forest resources and affecting livelihoods of millions
  4.      How many employment it will generate and how much money the employees 
shall ultimately be paid ?
  5.      Our experience says,  putting mega industries in the backward regions 
of India has been able to perpetuate poverty in those areas. It does not need 
not require any explanation.
  6.      Industries including those in Public Sector have been fooling the 
people by doing some charity in peripheries , by putting up a primary school, a 
tube well, bla…bla…bla and claim that they contribute substantially to the 
development of the area !! Is this development ?
  7.      For example hundreds of sponge iron factories have come up in 
Sundargarh District of Orissa in recent times, flouting all pollution control 
norms, damaging the whole environment affecting millions in human and animal 
habitat !
  
  Let this message go to common people whose livelihoods are threatened. They 
have to make a choice between bad and worse.

  Ranchi: After South Korean steel major POSCO's proposed greenfield project
  in Orissa, the one by the world's biggest steelmaker ArcellorMittal in
  Jharkhand has met with resistance from residents at the proposed site of the
  plant who fear displacement.
  
  Residents of Rania, Karra, Torpa and Kamdara blocks in Jharkhand's Khunti
  and Gumla districts on Thursday pledged resistance against acquisition of
  tribal land by L.N. Mittal-promoted steel conglomerate.
  
  Over 1000 people under the banner of 'Adivasi-Moolvasi Rakhsa Manch' took
  out a march from Sanik Theatre to Raj Bhavan here demanding protection of
  tribal land from multi-national companies.
  
  'Not an inch of land'
  
  "We will not give an inch of land to ArcelorMittal which is set to acquire
  our land as it would displace about one lakh people in the four blocks,"
  Manch convenor Dayamani Barla told newsmen.
  
  The demonstrators submitted a memorandum to the staff at the Raj Bhavan gate
  as Governor Syed Sibtey Razi was out of the State, Barla said.
  
  ArcelorMittal is scheduled to complete its detailed project report for its
  proposed 12 mt steel plant by December this year and has already finished
  its survey at Kamdra (Gumla district) and Torpa (Khunti district) for its
  proposed plant.
  
  Citing the example of displacement of people during the setting up of Heavy
  Engineering Corporation, Bokaro Steel Plant and other public sectors over 40
  years, the memorandum said they were allegedly still to get the
  compensation. It also warned against flouting the Chotanagpur Tenancy Act
  which protects tribal land.
  
  Bonded labourers
  
  The tribals demanded that no project that displaced people should be allowed
  as land acquisition would force the agriculture land-owners to migrate and
  work as bonded labourers elsewhere.
  
  "Migration is inevitable as the Jharkhand government has not yet come out
  with any rehabilitation and resettlement policy. The tribals have been
  exploited whenever a project had been set up," claimed Barla.
  
  ArcelorMittal had recently organised a workshop here that delved into the
  dynamics of social transformation that accompanies industrialisation. -- PTI
