I don't think you can partition HDD from scratch with "request system snapshot partition". In fact, you cannot run "request system snapshot partition" even if HDD has JUNOS 8.5 on it and flash has <8.5. Temporarily pulling a flash out and using a PCMCIA card to repartition and reinstall the same version of JUNOS on HDD only will get you an operational HDD. Then you can put the flash back and make sure the boot sequence is right so that router boots from flash. Then you can run "request system snapshot partition" and you're done.

its not that hard to do. In general you do the following:

If the flash is still working the RE should boot up fine saying that it
is creating an emergency /var partition in ram.
You should be able to login.
Issue the following command:
request system snapshot partition

This will partition the hdd and copy JunOS over to it.
Basically this should be all you need to do. However it might be
required to reinstall JunOS via a jinstall package. YMMV.
