You also need to make sure that all links in the primary LSP has link-protection on the interface. And of course, there must be an alternate way to set up the bypass. You don't need to configure the bypass LSP. It is set up automatically. The bypass command seems to allow you to set constraints on your bypass LSP, put I have never used this, so I can't help you with this one.
