I suppose for your case i.e. site-id 30, site-offset is 25. For more

In summary

site-offset <= site-id < (site-offset + label-range)

where site-offset and label-range are as advertised by the remote peer

the end site-offset is a multiple of the label-range, which is by default 8. 

Label for remote-site =  (label base + (site ID − site-offset))

where label base and site-offset are as advertised by the remote peer.
