I'd really wish JNPR does 'instance-specific' or comparable option. Now
that MPC actually has both behaviours depending on JunOS version, different
users have ran acceptance test for MPC against different behaviour.

I think it's good argument not to make it an ER, as it's regression
depending on what you've tested before.

And of course both behaviours have practical usage scenarios.
