I am not sure why it is not working for you (assuming you have bi-directional LSPs in place and no other routing or filter issues), but I do recall a previous exchange with you on this list about you possibly using the VMX, I have seen randomly at times in the past that when using the VMX (not sure if you are using this now or a phy router) with logical systems and the logical tunnel interfaces that icmp tunneling would not work or would stop working until I shutdown the CP/DP (basically a full shutdown and startup), which is why I moved to using the built-in interfaces with Linux Bridge as the underlying connection as I have not yet seen that same behavior with those interfaces.
