Downsizing a sticky note on desktop from the top 3 anchor points get stuck at

STEPS TO REPRODUCE
1. Add sticky note to the desktop
2. Downsize the note from the top 3 anchor points -> defect
OBSERVED RESULT
Note gets stuck at certain sizes
EXPECTED RESULT
User is free to downsize as they want
