You are right, the shutdown confirmation screen does in fact allow you to trigger the 'update and shutdown' feature...but only if you have the 'ask for confirmation setting'! (Under System settings > Session > Desktop session) https://imgur.com/a/1dMqI5u. I think that's enabled by default, but if you disable it, then the only way to trigger the shutdown is from the start menu, where that option is not present (at least in the 'Application Launcher' widget).
