Considering that I've now Kontact entirely uninstalled, but retain the ability
to use this, it seems like it must not come from KDE PIM. Consequently, does
this reproduce for you at all? This might seem condescending, but if you don't
see it, the option to enable it is in "Calendar" > "Calendar Events". I'd be
surprised if even that were unavailable for you.
