Thanks for the suggestion.

I'm not sure what you mean, exactly, by "atomic downloading" in this context.
If there is no network available, data can't be downloaded until there is a
network.

There are things that can be done here to make this experience better. 
- Consider presenting a user friendly message when the photo cannot be
downloaded due to network or other issues
- Consider retrying the download when the network is available again (it may
already do this, I'm not familiar with this code)
- When there is an incomplete image, consider falling back to the last complete
image (again, it may already do this)

I'm changing this to a feature request, since it's really describing an
enhancement rather than a bug where something is broken.
