Maybe this is just too much scope-creep but I as usual think the answer to a
KDE policy dilemma is another setting ;)

I also think default-whitelist is a bad plan (as reasoned) but it's good as a
non-default option. I don't use Baloo but that's how I'd want to use it.

My novel thought: What about an _option_ to have Baloo monitor ~/ for creation
of new dirs (I believe it can do this quite cheaply) and, on creation, prompt
user whether to index it or not? Maybe too noisy for most people but would
people like this approach?
