I seem to have achieved a weak mitigation of the problem by setting:

vi /etc/X11/xorg.conf.d/20-intel.conf

Section "Device"
    Identifier  "Intel Graphics"
    Driver      "intel"
    Option      "AccelMethod"  "sna"
EndSection

systemctl restart sddm

now I have some lines through graphical elements (eg in alt + tab screenicons)
but at least the flickering stopped
