SUMMARY

On Wayland, the  "Show Clipboard Items at Mouse Position" popup generally
appears instantaneously without animation. This is not the case anymore if a
plasma configuration dialog (tested in particular with applet configuration
dialogs; it does not seem to happen with system tray icon configuration
dialogs).

This is particularly easy to see while spam-holding the keyboard shortcut for
this function (default. Meta-V). In the general case, this causes wild
flickering as the popup rapidly opens and closes. If a suitable dialog is
visible, the popup appears and disappears at a comparatively geriatric pace.
It's possible to see the fading effect on single activation though (especially
if animation speed is lowered). I'll go with the spam version for the
reproduction steps below.

This happens on a new user account with a clean profile; neon dev.

STEPS TO REPRODUCE
1. Start a fresh session
2. Spam-hold Meta-V, watch it go wheeeee
3. Right-click an empty center area in the panel, "Configure Icons-only Task
Manager"
4. Spam-hold Meta-V

OBSERVED RESULT

It doesn't go wheeee

EXPECTED RESULT

It doesn't need to go wheeee (and maybe it shouldn't). But the behavior
shouldn't depend on what else is visible.

ADDITIONAL INFORMATION

On X11, the popup seems to always fade in.

Plasma dialogs do not seem to be the only things causing this, but they are the
most consistent - sometimes I find a configuration that also seems to trigger
fading, but trying to recreate it doesn't seem to work. In basic edit mode (not
panel configuration mode) for example, it seems fade, then if you stop
spam-holding then resume doing so it goes wheeee for a while, then switches
back to fading. Sometimes it does something else though, sometimes it leaves
edit mode while spam-holding Meta-V and continues fading while on the desktop
with nothing else open (which usually goes wheeee).
