PDF files are intended for a printer with (typically) 300 dpi resolution. HTML files are intended for a screen with (typically) 72 or 96dpi resolution.
The same number of pixels will cover more area on the HTML page than on the PDF page. If pictures of the *same size* appear different on the *same page type*, then some other formatting code/command is making the difference. If the HTML pages are created using table format, then the some rows may be divided into sections smaller than the width of the image. The image will probably be resized to fit the space available. If you're viewing the page in Internet Explorer, be sure to turn off Automatic Image Resizing (in IE, Tools -> Internet Options -> Advanced, scroll down to Automatic Image Resizing and uncheck it).
