I think, this is more a request for help than a bug report. Please use
https://ask.libreoffice.org/c/english/ for getting help.

The provided file is in "doc" format. That format is an outdated MicroSoft
format. We do our best to import it. But you should consider to use odt format
when working in LibreOffice.

Nevertheless some remarks:
The pale "background" image is anchored to a character of the body text. This
is done for each page. Better solution would be to anchor it to the heading
paragraph. Then it would be repeated automatically on each page. Or you set it
as area fill in the page style.

Currently the pale image is set to background. If you will work on this image,
you first need to select it. Select any image that is in the foreground, then
press tab-key until the background image is selected, then press F4 to open its
properties dialog.

LibreOffice is no image editing program. You should use such application before
inserting the image in Writer. Draw has some tools, e.g. Color Replacer. You
can insert the image in Draw, work on it there, and then copy and paste it to
Writer.

If the stacking order is not as expected, the object to which you anchor the
image might be not suitable. If the image jumps around, anchor and/or wrapping
might be wrongly set.
