When a document uses double spacing, it is still possible for there to be no
space between paragraphs. I.e. the last line of a paragraph and the first line
of the next are single spaced. This seems to be related to the
"Format/Paragraph..." preference "Don't add space between paragraphs of the
same style."

I.e. when this is checked, double spacing is not respected. IMHO this
preference should refer to additional space beyond what is required between
lines.

To make matters worse, at least when importing .docx documents from Google
Docs, this seems to get checked by default and turning it off doesn't always
work.
