Well with WinNT based operating systems, you can still monitor GDI and the equivalent 
of user resources but its a little pointless because you can't run out of them (well 
OK you could run out of swap space but we're assuming you'll run out of taskbar space 
first!). Win9x is different in that they decided to hard-code in the maximum amount of 
resources so you can run out of them well before running out of physical RAM or swap 
space.
