Have you tried Buddy API's baOpenUrl? Buddy API is free if you use
only one method in a project
Also there is another Xtra that allows you to control external apps
(as opposed to just being able to start them):

The docs state there is no direct method to bring an application to
the front on Windows, but you can work around that by combining
several methods of the same Xtra.
