[Linux-HA] Manual intervention on failover

Hi,
I have a strange requirement: I don't want failover to happen unless a operator 
says go ahead or a big timeout has occurred (e.g. 1 hour). I am using Heartbeat 
R1 style cluster with 2 nodes.
Is this possible or do I need to write some custom plugin?
