Looks like the LILO installation doesn't know about the USB floppy, or maybe the lernel doesn't have the necessary USB stuff in it. I Googled a bit (LILO BOOT USB) and it looks like GRUB can't boot from a USB floppy so I take back what I said about it. Have a look at http://mailman.plug.org/pipermail/pluglist/2003-December/005305.html and http://www.knoppix.net/forum/viewtopic.php?p=33549 for example. There were also 52,198 other hits, they might set you on rigth track.
