        I modified ehci_hub_control to wait 50 milliseconds at
the top of the routine and at the bottom of the routine, and both
my VIA and ALi PCI USB 2.0 cards in my 2.8GHz Pentium 4 machine
continue to connect my USB 2.0 scanner at 12mbps, with the same
kernel messages as before.  I will probably try buying an
external PCI USB 2.0 card that uses the NEC chip to see what
that does, since the ALi and VIA cards behave slightly differently.
