Following up on this in case anyone else shares the frustration, after having experienced the same issue on another machine I find it follows having changed the Desktop Settings > Desktop Activity type between "Folder View" and "Desktop". Widgets relocate themselves to the top left and won't stay where they get positioned until logging out and back in. I can consistently reproduce and rectify this behaviour.

I know this sounds silly but what happens if you shift them then lock
them?

I have not had this trouble.

they move back before i get a chance to lock them!  this IS silly - I
can't believe I'm having this problem...

How about shifting them *while* they are locked? IE, make sure they are locked, then move them.

Unlocked could mean "allow to float to 'best' position".
