We used to have such a problem before. When we activated traffic
shaping on our PFSense router/firewall, we practically controlled it.
Most of the time, its streaming that consumes bandwidth (provided that
we are talking about legal traffic). But then again, bots/malware
contribute to skyrocketing bandwidth consumption.
