This is to invite you to a "Jan Manch" (People's 
Platform) on the Employment Guarantee Act to be 
held at the Constitution Club, Speakers Hall, 
Rafi Marg, New Delhi, on July 2nd 2005 from 10 
a.m. to 5 p.m.

As you might be aware a Rozgar Adhikar Yatra 
initiated by "People's Action for Employment 
Guarantee" has been travelling through ten States 
including a number of Food-For-Work districts, 
and will be returning to Delhi on 2nd July. (The 
latest update from the Yatra, sent from Ranchi, 
is enclosed.) The Yatra was organised to generate 
discussion and mobilise public opinion on the 
importance of a strong and effective Employment 
Guarantee Act. The objective was also to bring 
back to Delhi the concerns of the people over 
this legislation which could prove to be of 
crucial importance to their lives. It is hoped 
that this "Jan Manch" will serve as a platform to 
share people's concerns with political parties, 
and prominent policy makers amongst others, and 
ask for a cross section of support on this issue. 
It would also be an opportunity for the political 
leadership of different parties to state their 
views on different aspects of this legislation 
before the monsoon session of Parliament begins.

The Standing Committee has reportedly completed 
its report on the Bill, and the government has 
announced its intention to present the Bill for 
passage with appropriate amendments. We are 
enclosing a set of issues highlighted during the 
yatra. The list is by no means exhaustive, but 
will serve as a rough guideline for the 
discussions.

Former Prime Minister Shri V.P. Singh has 
consented to inaugurate the Jan Manch. Apart from 
leaders of political parties, prominent trade 
unionists, social activists, economists, policy 
makers, media persons, and concerned citizens 
will participate in the Jan Manch. The Jan Manch 
will also present people's testimonies from the 
Food-For-Work districts where the yatra has gone. 
We hope at the end, the 'Jan Manch' will be able 
to build a consensus which help ensure that India 
will have a strong, effective, and meaningful 
Employment Guarantee Act. Your participation in 
the 'Jan Manch' will be of immense value.
