What about setting up Webmin w/ SSL <http://www.webmin.com/> and setting up a Webmin account with access only to the DHCP configurator module? Then you could either do it yourself remotely (if internet access allows) or show someone how to do it themselves (still a little risky, but not nearly as bad as giving them root).
