In order to burn boot PROMs yourself you need a PROM programmer which you can connect to the parallel port of a PC. Usually computer shops don't have them on their shelves. You'll have to look for an electronics shop in your neighborhood. Expect relatively high prices! For small quantities it might be more cost effective to have them programmed for you at the same electronics shop. All you need to provide them with is the ROM image on a floppy. You can obtain the ROM image you need for your NICs from rom-o-matic.net Hint: first test the image you need by booting from a floppy. I hope that helps.
