Matt, I don't think local apps should have to be enabled in order to get this to work. They should be totally separate options with no mutual dependency or exclusivity between them. And I think it could be easily set up to work like this...
The only thing required is a way to start and stop the x0rfbserver remotely. This could be done by running an rsh server on all workstations. It could also be done by creating a special-purpose daemon just for this task. Then we could implement our own style of security measures in the controlling daemon.
