Sounds like your dhcpd.conf file is not setup correctly.

There should be a line in the dhcpd.conf file that points to the file you
want the workstations to load as their image.
similar to:
filename  "/lts/vmlinuz-2.4.19-ltsp.1"

Depending on the version of tftpd (server tftp program) you are using,
the default root directory to load may be different.  More recent
versions of Redhat Linux, use /tfptboot as the root directory.  Perhaps
you can specify /tftpboot as an option to the tftpd server program and
make certain the file exist

/tftpboot/lts/vmlinuz-2.4.19-ltsp.1
