Ivan,

A delayed response to say thankyou.  This server is on its own private
network, so I didn't immediately investigate your suggestion, thinking
there was nothing on the network that could be giving out duplicate
addresses. After trying many things I eventually had a play with nmap,
which told me that there was indeed a rogue DHCP server (router) on
this network.  It took some time to track its physical location, but
when we did and turned it off the problem went away.

Just to help anybody searching if you ever see:

Mar 19 11:03:06 OURSERVER nbd_server[28569]: Modern initial negotiation failed
Mar 19 11:03:06 OURSERVER nbd_server[2944]: Child exited with 1

in var/log/syslog, it is caused by having duplicate IP addresses.
