If, however, you were to place your binary at ftp://ftp.devel.lyx.org/incoming, then you'll have more success.

What would be truly nice would be to set up a "scheduled task" on your Windows machine to fully automate the generation of the installer and posting to the ftp site. Some useful info on scheduled tasks:
