ipconfig is an OS X thing. It's a CLI client for configd, which is the
system service responsible for configuring system networking; it
automatically reconfigures the network when you come within range of an
AirPort base station, unplug/plug in an ethernet cable, etc. That
includes IP addresses, routes, and NetInfo binding, if applicable.
