Maven 2.2.0 and Java 1.6.0_17 on Mac OS X 10.6.2 This happens on a clean download with clean local repo.
Same result with 2.2.1 Is there anything special in settings.xml? If this is working for others, let's not let it hold up the release, but yes would be nice to solve.
