permanent employees will be considered to have
status.
Non-competitive eligible candidates
will be considered. All competitive and non-competitive
candidates have to apply by the closing
date in order to be considered.
DUTIES:
The incumbent analyzes digital satellite,
meteorological, and economic data in assessing crop
condition and production of multiple
crops in domestic and/or foreign areas. Assists in
identification and definition of problems
of major importance such as foreign meteorological,
political, social, economic, or agronomic
changes and trends which may affect the world
production outlook and be of concern
to the U.S. Government, trade groups, and farm
organizations. Generates scheduled
and unscheduled crop reports. Assists in developing and
testing methods for utilizing supplementary
data in assessing crop conditions.
QUALIFICATION REQUIREMENTS:
The following are minimum qualification
requirements for this position:
- One year of specialized experience
which
-- is typically related to the line
of work of the position being filled
-- has equipped the candidate with
the particular knowledge, skills and abilities to
successfully perform the duties of
this position.
Note: To be creditable, the specialized
experience must have been at least equivalent to the
next lower grade in the normal line
of progression in the Federal service.
BASIC ELIGIBILITY:
- You must have competitive civil service
status.
- You must be a U.S. citizen to apply.

of the following:

SUPPLEMENTAL KSA STATEMENTS (Mandatory):
For each of the criteria listed below,
describe specifically and accurately the relevance of
each of the following: experience,
training, education, and awards.
You should include specific tasks performed,
the dates you performed them, and where you were
working at the time. Supplemental
KSA statements may not be more than 2 single-spaced pages per
KSA.
a. Knowledge of remote sensing techniques.
The incumbent performs analyses of satellite
digital, meteorological and ancillary
data to report on crop conditions and estimate
agricultural production in assigned
areas of the world.
b. Knowledge of Geographic Information
systems (GIS). The incumbent applies this knowledge in
analyses designed to assess crop conditions
and forecast agricultural production. The incumbent
conducts analyses using multiple GIS
and analytical software packages on state-of-the-art
UNIX-based workstations.
c. Ability to communicate in writing.
The incumbent prepares analytical reports,
correspondence, articles, etc. Technical
information must be presented using correct grammar
and be free of complex technical jargon.
d. Ability to deal with others (including
oral communications). The incumbent must share world
production analyses and remote sensing
information with officials in other parts of FAS, other
Federal agencies, and private organizations.
These activities require effective oral
communication skills to present analyses
and recommendations in clear, concise, and logical
terms.

CTAP ELIGIBLES:
To receive selection priority, CTAP
eligibles must:
- apply to a specific vacancy announcement

- be determined to be basically eligible
and otherwise "well-qualified" by receiving a
satisfactory rating on each KSA or
an average satisfactory rating on the total number of KSA's
as described under "Supplemental KSA
Statements"
