An Unofficial Description for the "Crop Assessment Analyst" Position:
A very interesting semi analytical to technical position for the right individual with moderately strong skills in GIS.  Or crop models, or agro- meterology, or etc.  You will be working for the Foreign Agricultural Service as an international or domestic agriculture commodity forecaster. The position is responsible for monitoring agricultural areas of the world, performing GIS analysis of historical agricultural data and weather data.  Tools and data used in the position include imagery data (AVHRR, Landsat TM, SPOT), satellite derived vegetation indexes, crop models, GIS software (ArcView, ArcInfo), image processing s/w PCI, agro-meteorological data models, web page content and design s/w, graphic design s/w, spreadsheet s/w, GIS software, digital image processing, weather station data, climate data, historical agricultural production data, and assessing news stories.  Analysis will cover major grains, oilseeds and cotton (soybeans, canola, wheat, barley, corn, cotton, peanuts, and sorghum) of the major exporting and importing countries.

Pay for this position varies with experience, but tends to be very good compared to industry. Travel (with overnights) for this position is likely to be less than 4% percent of the time.

In my opinion most appropriate will be: computer skills (data manipulation, spreadsheets), GIS, agricultural knowledge.  In addition experience in remote sensing, economics, programming, will be a bonus.

DUTIES:

The incumbent analyzes digital satellite, meteorological, and economic data in assessing crop
condition and production of multiple crops in domestic and/or foreign areas. Assists in
identification and definition of problems of major importance such as foreign meteorological,
political, social, economic, or agronomic changes and trends which may affect the world
production outlook and be of concern to the U.S. Government, trade groups, and farm
organizations. Generates scheduled and unscheduled crop reports. Assists in developing and
testing methods for utilizing supplementary data in assessing crop conditions.

QUALIFICATION REQUIREMENTS:

The following are minimum qualification requirements for this position:

- One year of specialized experience which

-- is typically related to the line of work of the position being filled

-- has equipped the candidate with the particular knowledge, skills and abilities to
successfully perform the duties of this position.

Note: To be creditable, the specialized experience must have been at least equivalent to the
next lower grade in the normal line of progression in the Federal service.

a. Knowledge of remote sensing techniques. The incumbent performs analyses of satellite
digital, meteorological and ancillary data to report on crop conditions and estimate
agricultural production in assigned areas of the world.

b. Knowledge of Geographic Information systems (GIS). The incumbent applies this knowledge in
analyses designed to assess crop conditions and forecast agricultural production. The incumbent
conducts analyses using multiple GIS and analytical software packages on state-of-the-art
UNIX-based workstations.

c. Ability to communicate in writing. The incumbent prepares analytical reports,
correspondence, articles, etc. Technical information must be presented using correct grammar
and be free of complex technical jargon. 

d. Ability to deal with others (including oral communications). The incumbent must share world
production analyses and remote sensing information with officials in other parts of FAS, other
Federal agencies, and private organizations. These activities require effective oral
communication skills to present analyses and recommendations in clear, concise, and logical
terms.
