I suppose we're talking epsg:900913 quadtiles here. Zoom level 0 relates to scale denominator 443744272. Each zoom level divides the scale denominator by two. z17? Its scale is 443744272/(2^17) or 443744272>>17. You just have to set up a rule that includes the scale denominator for that zoom level, and does not include the scale denominator of any other zoom level.
