The GeoDjango installer uses GEOS from the PostGIS binaries, so that's
probably a good place to look.

I think all you need is to drop the GEOS dll (libgeos_c-1.dll) into
somewhere on your system path.
Yeah, I'm just going to use that geodjango installer and see how far
that gets me. I'll need to do some tweaking/cleanup after that
installer, but reading the installer source makes it easy to know what
to do.
