Can you explain this a little bit more, or provide some hints where to find more documentation about this decision?

In fully UTFized system using UTF-8 as base encoding in installed .mo files allow minimize number of loaded by glibc iconv modules. If .mo file will be in UTF and display encoding will be also in UTF iconv will use only UTF DSO helper module.
