Do property owners have no rights? It seems to me that there are two issues: Bad roads, and flooding. Both can be addressed with money, the appropriate governmental body needs to step up and get their pound of flesh from the property owners who seek to develop the property. The citizenry (that would be Floyd) needs to oversee the goobers spending of said funds so that flooding impacts are minimized and sufficient road improvements (and don't forget schools for the chiluns and fire stations and police to keep all those new residents from "up north" in line (after all they aren't from here)).
