I did find a Firefox add on called  "Faster Fox Lite Page Loader."
Which purports to wait longer for connections and use Cache more.  I put
it in out of desperation when Firefox wouldn't wait for the slow
connections at Panera's at all and  kept timing out.

I have too fast a connection at home to see what it does but there is a
thing on the bottom of Firefox that tells you how long you have been
waiting and a preferences button in add ons that can be used to adjust
it.

Using cache more should create less band use, which would save money in
Canada and for somebody still using dial up might make surfing the web
still possible.

I will report experience if I believe it to be of general interest.
