Hi Joe, 


Can't speak to Cablevision but I've been very happy with my VoIP using Ooma 
(ooma.com) and have some friends who DO have Cablevision who have it as well. 
They're happy with it as well. 

Its only ~$3 per month though the hardware is ~$200.
