Hi Marco,

the parameter in the decoder is merely used to restrict some loops,
so it may only effect input phrase selection. However, that parameter
was only meant to allow to extend the restriction of 20 in case of such
large phrases. The proper way to restrict phrases to length of 3
is to train models that have only such phrases. Or, to change the
decoder so that it properly adhers to restrictions specified by
"-max-phrase-length".
